I need to create an app that will be used by local government town planning officers. It needs to be able to be used by all of the various local government planning departments. The basic steps of the app - - planning officer opens the app - they type in the application reference number - the app opens the phone camera - they take photos and add any notes such as site measurements - they then press a submit button and the photos get converted into one pdf file and sent to a nominated email address. I need it so it can be scaled up depending on demand. Each planning department has around 10 planning officers. The country has over 150 councils.
