Weebly Website - Video on Mobile Version to Play

I need a website developer who specialises in Weebly websites. The header video (MP4 that loops) functions fine on the home page of a desktop website, but not the mobile version. The template is responsive. Have tested Safari and Chrome browsers, the video does not play on the mobile version. On the mobile version it just places an image (screenshot of the video). I would also like there to be a button the user can click to view the full video like in these two websites: https://incognitosystems.co.uk/ and this one https://lakesdecking.co.uk/ This functionality (video, button, play of full video) needs to work on both desktop and mobile version of website.
