Overview We are building a system that collects and analyses documents from UK council websites. Stage 1 has already been completed and is working. It successfully: Scrapes a council website Identifies and downloads document files (primarily PDFs) Stores those files in a structured format Extracts basic text for inspection Stage 2 is to build on this foundation and develop a scalable backend system that can operate across multiple councils, organise documents, extract useful content, and enable AI-based querying of that data. Scope 2A(i) – Scraping & Document System Develop the existing scraper into a system that can: Explore council websites and locate documents across multiple sections Download and store documents in an organised and structured way Track documents over time (new, existing, changed, duplicate) Categorise documents (e.g. minutes, agendas, policies) Extract basic information (titles, dates, sections where possible) Provide clear visibility of what has been found, stored, and processed 2A(ii) – Multi-Council Validation Extend the system from a single working example to at least 3 different council websites Demonstrate that it adapts to different website structures 2B – Document Processing & Structuring Extract readable text from documents Clean and structure the content Break documents into smaller usable sections Link all extracted content back to its source Prepare the data for both keyword and semantic search 2C – AI Query Capability Accept natural language questions about council documents Use AI to identify and retrieve relevant content Return clear answers grounded in the documents Include references to source material Indicate when no reliable answer is available Core Requirements System must build directly on the existing Stage 1 functionality Must be usable across multiple councils Must be accessible via a backend interface (API) Must run reliably and allow monitoring of processes Must allow inspection of stored documents and extracted data Must be structured so a multi-user frontend can be built on top Deliverable A working backend system that: Extends the existing Stage 1 scraper into a multi-council system Collects, tracks, and organises council documents Extracts and structures document content Supports AI-based querying with referenced answers Has been demonstrated across multiple council websites Please only provide FIXED bids. WeWeb/Xano AI Vehicle Rental Platform Build Manager

I am looking for an experienced AI/no-code consultant or technical build manager to help complete an interconnected vehicle rental operating system. This is not just a website build. I need someone who can understand the full business workflow and help connect the customer website, backend rental management system, driver app, and internal movements app so everything works together properly. The project includes: Main vehicle rental website Customer-facing site for vehicle hire enquiries, booking requests, customer details, vehicle selection, and rental processing. Backend rental management system Admin system for managing bookings, customers, vehicles, documents, payments, statuses, pricing, availability, staff notes, and operational tasks. Delco driver app Driver app for delivery and collection jobs, ETAs, customer handovers, signatures, photos, condition reports, and job completion updates. Movements app Internal office app for staff to manage daily deliveries and collections, assign drivers, view jobs, monitor statuses, and receive AI-supported route/movement suggestions. The system needs to be mainly built around WeWeb, with backend/database support from Xano or a similar platform. We already have Retell AI and Zapier set up for the AI phone/call workflow, but we need the rest of the system properly connected and managed through to completion. The key requirement is that all platforms talk to each other. Booking data from the rental website/backend should feed into the movements app. Delivery and collection jobs should feed into the Delco driver app. Driver updates, ETAs, handover photos, signatures, and job statuses should feed back into the office system. Daily workflow required: Staff log in each morning to check new bookings, today’s deliveries, today’s collections, vehicle availability, driver assignments, job statuses, and AI suggestions for routing or operational efficiency. Drivers receive their jobs through the Delco app, complete handovers, update ETAs, upload evidence, and mark jobs complete. You will be the single point of accountability for on time, on scope delivery, and for keeping clients confident throughout. You will lead client calls, manage expectations, and navigate ambiguity with clarity and poise. What You Will Do Client Relations (High Priority) Act as the primary, trusted point of contact for all clients. Translate client needs into clear, actionable specifications for developers. Manage scope changes, expectations, and tough conversations around budget, timeline, and trade offs. Developer and Project Oversight Supervise and support the developers assigned to your projects, including those working on AI model integration and backend or frontend systems. Prioritize the backlog, assign tasks, and ensure developers have what they need to succeed. Track sprint progress, remove blockers, and maintain delivery momentum. Ensure code reviews, testing, model evaluation, and deployments happen on schedule. Operational Management Set up and maintain project tracking tools such as Slack, Jira, or ClickUp.
