Website - convert excel upload into useable data

Hi, I am looking for an experienced developer to help with a manual process and make it more automated. We currently receive excel "briefs" from our clients, these briefs are in different layouts and we want to allow the client to upload the spreadsheet and for it to then be converted into a standard format. We envisage that a "generic" template will be used, but also envisage asking our clients to provide their standard format, which will then be mapped and allow the user to upload this and for it to be converted. Things to be aware of here are the clients briefs can have blank rows in between them, merged cells etc so some form of validation might need to be also carried out. In summary we would require the below initially, with further development work ongoing. Website developed - mobile responsive - general admin portal Upload feature to allow client to add spreadsheet Spreadsheet to then be converted into an agreed standard format Converted format added back to the website database so client can review in a structured view This can be agreed with successful application with more examples of the briefs and what outputs. *ideally whatever software is chosen to extract the spreadsheet information, we would want in house training so we can add more layouts as clients are onboarded.
