Pixelate a 15minute video

I am making short 2-tone videos between 3-15 minutes long. I want to know how much it would cost me for me to send a 5, 10 or 15 minute video, and have it pixelated? The pixelation should be very faint in parts, and then slightly more. I want to simulate a transmission coming through from outer space - not VERY pixelated, but occasionally - as if there is a bit of interference. If this is a simple job, I will want a lot done. Hello, I am interested in making a top down (Zelda style) NES game based on my book A Tale of Four Mages. I have a few locations and characters made but there is a LOT to this book. I wrote it like a Final Fantasy, with loads of side characters, locations and a larger than life story.
