Updates to existing html/css site

Kind of development: Customization of existing website
Num. of web pages/modules: 25 pages
Description of every page/module: we are needing to revamp the new look of the home page. We will provide the psd file as reference to incorporate into the code. We also need to make new updates that will reflect the top navigation and copy to all 25 existing page. We will provide psd as reference for the new navigation layout.

The new updates have to be compatible with all browsers; google chrome, explorer, firefox and safari (3 versions back)
Description of requirements/features: We are only looking at freelancers who have a 90% or higher rating!
Extra notes: The existing navigation also needs to be updated to be more compatible with smaller screen resolutions ie. 800 x 600
