Data analytics and API coding for an excel application

looking for API specialists with knowledge about interactive broker API, using DDE and VBA. Beneficial if you had experience in coding algorithm trading and data analytics.
One part is an algorithm which can analyse many trading data points and calculating the RSI for historic data and as well live data from API.
Another part is creating order input if several pre-determined limits are reached.
