I need a transfer my excel system into a web base system

General information for the website: Teachers planning for special education students
Database management system (DBMS): MySQL
Kind of development: Customization of existing website
Description of requirements/features: the website will displays
1. admin tools,
2. teacher info with classes that they teach,
3. student list and achivement,
4. teaching plans

teacher will plan their teaching according to the excel (save, edit and print).
teacher also can upload pictures / make notes in their last report after the teaching.

can plan student achivement, view student information and achievement.

teacher information will include photos. they can also send chat / and simple discussion (just like this website PPH)

admin can limit teacher in subject that they teach, .. send public announcement
Extra notes: can view from website and also have phone view capability
