he tells me about his hourly rate is £20 and he spent 3 hours while the job was a fixed job. All he did was cleared the application cache which is not a solution. He didn't actually know what the actual issue was. no recommended at all

I was asked to debug in LIVE environment. I tried step by step without affecting the LIVE site. After sending a test mail with PHPMailer, I tried clearing cache. Bingo it started working. So I had to stop there. It's not my fault that the buyer got a fragile application. Seriously for 25 GBP you can't fix all your problems either.
