    Can you provide the requirements before considering proposals?

    For an 'Expert' to send you a proposal with recommendations, timeline and cost, the freelancer would need to know in advance what work is required to be done.
    Else, freelancers can send you a meaningless proposal advising you 'I can do something' without knowing what it is, then you select one, even though you don't really know if they can do the project or not.
