Google Cloud site is down & help needed with SSL Certificate.

I need someone experienced with the Google Cloud Platform to assist in bringing the website but up.
The problem started with the expiration of the SSL certificate. I was unable to set the SSL certificate due to the public and private keys not matching. The SSL provider told me that everything was fine and validated on their end and told me that they couldn’t help any further. I wasn’t able to get Google to assist because our emails are registered with Microsoft 365 and in order to upgrade to the higher Google Cloud tier (which gives you access to technical support) I would have to register the organisation and end up disconnecting our MS 365 which is not an option.
This led me to try and use Google’s own managed security feature also known as Managed SSL. At this stage the website was still up but showed the normal warning page due to the site no longer being protected under HTTPS.
Google’s Managed SSL couldn’t establish itself due to missing DNS records so I added the relevant lines:
Four: A & four: AAAA entries
And
CNAME ghs.googlehosted.com www
But the connection was still unsuccessful and a message would appear stating that a connection could not be made. After looking around online, I saw a few people mention that if there was any other “@ A” entry on the domain, it could potentially stop the relevant entries from registering. There was another such entry on the domain so I took a note of it and deleted it.
It turns out that this was the external IP of the website as established by the VM on the Compute Engine.
It was at this point that the website went down. I noticed that the Managed SSL certification still couldn’t take place so I deleted the Google entries from the DNS and put the external IP address back up. But the website did not come online.
At this stage I stopped the VM and started it back up again. This resulted in the external IP not bringing up the website anymore. Instead it gives a “ERR_CONNECTION_TIMED_OUT” error message.
I believe there is server program that needs to be restarted on the VM, possibly the nginx. However, I lack the necessary knowledge to be able to get it back up and running.
In summary, this project requires someone with experience of the Google Cloud platform to assist in bringing the website back online and applying the SSL certificate on the domain.
