Develop tool that pulls text from database and inserts into HTML

I need a tool that allows me to auto-generate random content for articles by pulling in randomly selected lines of text from a pre-written database – into a pre existing HTML page template

For example, there will be numerous points in each article which could be worded differently – so at those points in the article, I would like to put in a piece of code that pulls in 1 of 10 text options, selected at random, from a database of pre-written phrases. So that every time you run the program, it mixes up the page completely, by inserting one of these different phrases at each point.
