Create a 2 page site template from wire frame design

General information for the website: White Label dating site
Num. of web pages/modules: 2
Description of every page/module: I have a wire frame design from my White Label provider. It is fully coded but needs to be built into a functioning site with images and links/code in place. Create as a template which I can then "easily" modify into individual sites for my different brands / niches of online dating sites.
Description of requirements/features: Page one will be index, and two will be a blank page with header and footer, with a middle section to update to misc pages for my sites - i.e about us, blog, testimonials, faq etc.
Extra notes: I do a lot of dating sites and previously have done the design and coding myself, but not kept up with up to date technology, so finding the right person will lead to closer and more work. The right person will be someone who I can work well with day to day, and communicate well with in English, is fair, competent and understanding of my needs.
