Build a website with android and ios apps

I'm looking for a full stack mobile and web developer to build a mobile responsive site with android and ios mobile applications and get the applications accepted in the marketplaces. Please respond to my post with the following:

1) Your general strategy, platforms, languages you'd use (I'm open to any solutions)
2) Whether or not my budget is reasonable given the high-level requirements here
3) Your estimated time to complete the project and whether my expectations are reasonable
4) What have you done for people before regarding ongoing maintenance/troubleshooting

In the interview I'll be discussing the project in more detail so we can develop a proper scope and fee. I'll also be keen to hear your experience with UI/UX design and how we might go about designing this with the users in mind. We will also discuss any necessary differences in behavior from the website to the mobile apps.

I expect to have 3 pages:
1) Customer Account/Profile Page
a) We'll collect basic information. I haven't decided how much personal information we'll ask for
b) Some of the information in their saved profile will be used for interacting with the database
c) I want to have google/facebook sign-on, etc.
2) Main Landing Page
a) We'll have some short text descriptions about the service we're providing
b) We'll have a section for the user to provide inputs for choosing payment plans
c) We'll have an area for a results chart
d) We'll have an area where they can access a full table of results (maybe this requires another page?)
3) FAQs page

Here are general requirements:

1) I will be providing three database tables. b and c below will be updated by me daily
a) Zip code and Company
b) Available payment plans and attributes
c) cost for each payment plan for 500 payments
2) A user will enter their zip code, number of expected payments for each month, and attributes of the payment plan type they want. Some attributes are:
a) Length of payment plan
b) Minimum payback %
c) Fixed rate or variable rate
3) We will be filtering the available plans table (1b above) and pulling the costs from the payment plan costs (1c) that match their number of expected payments. e.g., if the user says they expect 20 payments, we'll pull a table of all the matching plans and the cost for a 20 payment plan.
4) We'll compare the results and show them the top 5 ones available to them via chart. Presumably stacked bar chart, but that could change.
5) The user can click on the plan in the chart and pull the details or go to the master table of plans that meet their criteria (the results table would be sorted)
