Build a Private torrent website

I am looking for someone that I can work with regarding the way I would like to see the website.I have some jpeg's I would like to use.I want a login page that people can't get pass unless their are members.I want a standard layout once inside the site with Shoutbox ,forums,last torrents,etc
I'm looking for something like worldwidetorrents.me to be made.

Sorry it's taken a long time to get back to you but a coder who started the site gave notice he was to busy to finish the job.
I need a home page with a login button and a join button, this is before they get to the main site.
The main site should consist of multi tabs,,ie...forum, latest torrents, Movie torrents,,TV torrents,,,Music torrents. I would also like a chat room or shoutbox. Within the forum topics should be a Admin room for access level staff. We would like to offer reward emoji icons to members.They should be a access level we could give to uploaders from trail to elite uploaders.
I already have some artwork been done and a homepage picture I would like to use. I already have a domain and hosting setup.
Can People please say in their quotes if they are coding or using Wordpress.
I would if possible like to see a draft of the homepage before I go ahead and decide on the who to build the site.
