I need a Windows based data manipulation programme produced

I work in the motorsport industry using data analysis software to analyse logged data from the car's onboard data logger.

I have a preferred data analysis software tool that I would like to use to analyse the logged data from a car which runs a different and more complicated data system.

I am able to export the logged data from the un-preferred software as a text file and then I've been able to manually manipulate this into a format which I can import into my preferred data analysis software tool.
I would like for these manual processes to be built into a software tool to automate this for me.

I have previously used PPH to have this tool developed for me previously, which functions well, but I have had interest from some colleagues interested in obtaining the tool but it currently does not have any sort of licensing functionality built into it, which is what I am looking to have built into this new version.
Unfortunately the previous person I used's personal circumstances mean that he no longer is taking on any work and not in contact with myself so it looks like a fresh build - I don't have the previous source code, just the exe file for the programme.

The steps that I manually undertake and are looking to get automated are described in the attached pdf file.

There is scope for further very similar works for manipulating data produced by another data system again too following the completion of this project.
