Description
The app is quite an old style build, utilising view controllers and Xib files but it works fine on xcode 9 and with iOS 11.
This is a very small job for the right person so the budget is realistic for what will be 10 minutes work for someone.

Hi Alex,
Rather than using the old fashioned XIBs, iOS app interfaces are generally build in a Storyboard where each element is given a position, distance from each edge of the screen, distance from another element, etc.
This means that it typically takes a few minutes per screen element to configure.
What also needs to be recognised is that if the app hasn't been updated in quite a while, then there's potentially a whole heap of deprecations to manage and update within the code itself.
To understand how much work is involved, are you able to advise how many screen there are within the app, and potentially attach a screenshot of each ViewController/Screen so that we can see how much work is involved.
I think the only way it would take 10 minutes is if it was a one screen app with a WKWebView embedded as full width.

Alex, this isn't 10 minutes work for anyone. Your budget is unrealistic.
