CMS Website Design

I require a CMS website creating for a new project, it needs creating from scratch. It will be for an ongoing new project. I know this is very limited information. But I require quotes initially to create a template and then an hourly cost for the continuing development which will be an ongoing project. I will provide much more information and specification to potential candidates.
I will require samples of work candidates have completed.
