I need to create a water valve in Solidworks

I'm looking to create a cylinder valve that can channel water into 3 different chambers. What I am trying to create has been done before- I just haven't figured it out, I don't know the keywords. Please see the drawing attached.
In the Left Diagram:
The valve is "open/close". Water is poured into the Upper Cylinder. Because the valve is open, the water passes into the Lower Cylinder. However, because the valve is closed to Chamber 3 (the spigot), the water can only fill the lower cylinder.
In the Right Diagram:
After actuation, the valve is "closed/open." Water that is in the Upper Cylinder cannot pass into the Lower Cylinder, because the valve is closed. However, the valve between the Lower Cylinder and the Spigot is Open, and the water from the lower cylinder can pass freely through the valve and out the spigot.
In my mind, both valves are on a disk. By rotating this disk, the valves can switch from the "open/close" relationship, to the "close/open" relationship.
Are you capable of assisting in Solidworks with this project? If not, what are some key terms that I should look into?

Dear Stuart,
1. What you are saying is a little vague, perhaps the rough drawing is very primitive. I think you've made something difficult out of simple! Isn't it a cylinder with a round disk that by rotating on the azimuth and zenith axes lets the water flow through a channels or cylinder and hinders the other?
2. Do you have any previous files or you need it to be done from the scratch?
3. How far would like to go with the project? Just a design or prototyping and manufacturing? -
