Adwords Not Displaying The Unique Ads I Have Created

Experience Level: Intermediate
I'm currently generating a large number of Ads for Google Adwords campaigns.
I'm spending the time and effort to produce 3 Ad Variations for each specific keyword - I then create 1 Ad Group per keyword, with the intention that Google ONLY shows those 3 ads for the specific keyword in an attempt to ensure each keyword has its own metrics based upon its CTR and rank - A unique headline for each specific keyword!
However Google is sometimes ignoring the ads and showing an Ad from another keyword group
Now realistically its not possible to create 100,000's of campaigns (as thats the number of keywords used). Are there any suggestions as to how I would ensure Google ONLY displays the Ad that I've created for each Ad Group and keyword?
I did try the keyword inserter but this didn't work well at all and didn’t show any headline at all in most cases.
I've also already thought of creating a big negative keyword list excluding all other searches within the campaign but would like advise on and if this would work or cause problems.
Is there another way I can achieve whats described above?
