This kind of clients are the reason freelancer getting offended for doing nothing.

1) First of all he awarded the job without providing any details about the work he needs - First foolish thing he did.

2) He put price per hour for the Job so he must not know how things working in PPH - 2nd Foolish thing.

3) After the discussion I gave him my cost and when he said I am expensive to him I immediately refunded his money though he gave me poor review - 3rd foolish thing

Freelancers please be aware before get agreed to work with him as he is not trustable to work with.
