I need help organizing, editing and proofreading a major letter

I need help organizing, editing and proofreading a major letter to major governments of the world:

Organizing my ideas into new paragraphs or adding them into already existing paragraphs
Editing ===> More professional, more neutral and conducive to reading, easy to understand, read and follow
Proofreading ====> To show have my thoughts read clear and understood

BUT ALSO UNDERSTAND THE LETTER MUST BE WRITTEN CONTEXTUALLY AND NOT LITERALLY. ALSO MAKE THIS LETTER AS YOUR VERY OWN LETTER IF YOU, YOURSELF WAS WRITING IT.

The work will consist of both the main letter and my notes that will be added to the main letter. Just so you know ahead of time. Notes ===added to the ==> Main Letter

I prefer somebody outside of the USA and who has an Excellent English Grammar and very good communication skills to express my ideas onto paper.

At any one time you have any questions to ask me, please go ahead and ask me. Also understand this project will not start right away but it will start ASAP. And I will inform the best candidates when I am ready. I can not give you a number of pages of the final document, that will all be decided for the current time period it will be decided by anybody who is interested in doing this project. In other words, the document has been added and edited by many or several translator from several countries in the process of translating the document into their native language for me. So some to most of the work has already been done for you. That is another reason why I can not give too much more money for the project. Hopefully this will be the last time I will need help with the letter.

I will be in touch with those I am interested in working with. But do not be afraid to reach out to me with any questions or show your interests in the project. But again understand this project will not commence or start right-away but I promise you it will start, ASAP as I mentioned earlier or above.

The projected duration goals will be more than 2.5 week at the most and not beyond. Also when you finish the document, just make sure you add as much as you can without having my ideas repeat itself. That is all that I am asking from you, in that case, esp if you let me know when done. I will not need or ask of anybody to modify the letter with one of a very few exceptions maybe the grammar or the way it was written. But no major or fixing the letters. So a word of caution make sure if you were to organize my thoughts, edit the letter or document and proofread it that there are no major faults in the grammar.
