Wordpress Theme Creation from existing site.

We need the site recreated as Wordpress theme for a fixed price if posssible. Could you please let me have a proposal and timescales please. This is a client of ours and we are providing a service at cost. They will not deal direct and any approaches made will be removed from the bidding process. Thanks in advance. Price wise I have no idea what this kind of job should be billed at or if it is possible to recreate it accurately in a Wordpress theme.
