Draft Video Editing Test for future projects

I want to send a couple of editors a wide range of clips from various projects we have worked on over the years, and an audio track and then ask them to cut a draft promo show reel from the content, the max duration for the project is 1 minute.
I don't need any grading, effects or anything else and for me its a good test to see what sort of footage an editor would pick for future projects, and how they would look to use it and what they would produce as a first draft. Hopefully it also helps me test our proxy workflows to ensure we can work like this when the industry picks back up in the coming months!
Alongside any submissions, a show reel and/or a single supporting example would be good as well as letting me know of any other skills that may be useful to us in the future. I don't know if we will use or develop the show reels any further than draft at this stage.
For me the primary aim of this is to use it as a test and get an idea of an understanding of a brief, communication, an editors choice of content, and the sort of thing they provide as a draft. As such, I must stress, we don't want any grading, or motion graphics, titles etc and that would make the test pointless. If someone wanted to give an idea of grading etc, then by all means, pick a clip from the range and use that but that's completely optional and as a separate individual clip
Footage wise, it will be a range of shots and projects I'm sorting through, but I'll be aiming to send a lot more than required to get a feel for what an editor would pick given a few range. All content will be classed NDA and cant be used elsewhere for obv reasons. I'm going to guess and be generous and supply 90 mins or so of content across a range of maybe 150 files. Having never worked with remote workers and proxies, the plan is to send the premiere project file and proxy video files to test workflows, and Id like submission of a example draft export video and the premiere file to check it reconnects to the media and that way to ensure our workflows are in place for future projects.
Let me know costs, time frame, software your using (because I want to know what problems or considerations need to be made for future projects) and any questions.

When are you going to see all the proposals? I am asking this question because I'm interested to join but I have no credit left to submit a proposal. Hopefully, my credit will resume in 1st April. Then I can submit a proposal if I have luck.
Paul S.01 Apr 2020So, to update, Ive an editor Ive accepted a proposal from, and rather than accept 2-3 editors at once, am working with this other editor to refine our proxy pipelines, make sure it all works, and will then be choosing a second/third editor. This will likely be next week.

How is this going to work? If you are looking for multiple editors, who will eventually be awarded the job?
Paul S.28 Mar 2020So ideally I need to find 2 editors to work with on future projects and pick up the potential surplus where projects over the next few months get stacked into our busier period towards the latter half of the year.
As such, the project at this time is being kept as a test for workflows, to see how the brief is received, communication and why its only to the point of a first draft and that's the completion.
Whilst several people have volunteered to grade and do more, that's not the aim of this, not a requirement and for those, if they want, I'd rather only do that once the draft is received so that we get a good idea of the content delivered at the draft stage, and then discuss additional skill sets and how it would suit our workflows etc
For this reason, that whilst I'd like to keep costs as low as possible given the current financial climate, I'm also not asking people to do it for free.
Its likely Ill pick 2-4 of the proposals on Monday to work with on this project/test and go from there
