Work up a website template to a ready to launch website

I have the template and the ideas are well formed. All I need is to get the template worked up to a beta version and then dealing with issues so that we can get it live.

As far as I can see there is little work to do to get the site up and running.

I don't care if you are from London or Lagos, what I do need is someone capable of working up the site to a "ready to launch" state, and I need it doing quickly.

You must be able to show real examples of quality work and I will need to speak to reference sites. You will need to sign my NDA.
