    a) share the URL
    and
    b) expand on your requirements in full

    For a freelancer that falls in line with what you appear to be after (a reliable and honest developer), to be able to send you a meaningful proposal with recommendations; limitations (if any); timeline and cost, the freelancer would need to know in advance.
