Website to dispatch local trades jobs via SMS claim system

I need a simple website built where customers submit a job request (postcode, trade needed, phone number, description).

The system then sends an SMS to several local tradesmen with a link to claim the job. The first tradesman to click the link can claim the job and receive the customer’s contact details.

Basic flow:
1. Customer submits job form
2. Phone number verification (SMS code)
3. Job created in system
4. SMS sent to nearby tradesmen with claim link
5. First tradesman to click claim gets the job
6. Other trades see “job already claimed”

This is an MVP version so the system should be simple but functional.
