I will be producing an AI program for video. So people can upload a logo and then the logo will be inserted into video so it appears every 10 minutes. The video will be a 3 hour video which can then be downloaded. So you will need to integrate this program into the site. This will be provided.
Users will be able to upload the database with products.

Hi Jonathan,
I've analysed your project, and I don't feel like you've allocated enough budget to accomplish your goals.
There are two ways we can proceed. We could either revise the scope to create a minimum viable product, like a phase one, and then do another phase later when you have more budget. Or, alternatively, are you able to increase your budget to a realistic amount for a project as large as this? Realistically, for a project such as this, costs should be in the region of £2500-£5000, but I think you know this.
Additional notes: The PSD design you provided looks like a poorly designed magazine layout, rather than a website layout. You also don't appear to have designs for any other pages or mobile responsive designs/layouts, so it looks like you'll also need design work. You also have no detailed technical requirements or project brief - again, re-enforcing the fact that your budget is too low.
If you cannot increase your budget and think you can just go cheap with a project like this, then I can guarantee you'll end up deeply disappointed with the results of £400 and offshore development.
