Below are the Requirement:

1. All Design Pages need to be developed
2. Should be responsive and fit on all devices.
3. Required Technology; HTML5 , CSS3, JQuery and make sure that HTML 5 Tags are used appropriately.
4. Reference site ( similar kind of parallax & functionality ) http://www.csquareonline.com/.
5. Required some animations as the reference site appears on each scroll.
6. Site should move smoothly, the transitions between screen should be neat.
7. After development the site needs to be converted to Wordpress as well.
8. Site should validate for W3C standards.

    I'm puzzled as to why you want the site built in HTML then converted to WordPress? It just makes the job more expensive if you only need a WP site in the end.
