Web Design from scratch with Wordpress, Woocommerce and custom needs

Description of every page/module: I included you in this request because you are an expert and seem well respected on PPH with high approval ratings. I am looking for expertise in Wordpress, Woocommerce and a plug in for woocommerce that is called fancy product designer (see link below). I will also need some custom PHP expertise. I have explained the idea below. Please let me know if you have any questions. I am sending this out to less than 10 people so you are on my short list of potential vendors. I will choose someone to do this work from the site.

I think that Wordpress (premium theme) seems to be the best platform, but if you disagree, I am open to suggestions.
This is to build a website from scratch for a new company. I have budget to pay for excellent work.
The goal for the website is to allow a buyer to come to the site to build and buy a custom family crest to be printed on canvas (or on several other products).

Customers will go through these 3 simple steps on the site:
1. Choose quotes that represent their family. They will choose these from a searchable database but also be able to enter a custom quote.
2. Select images from a database that represent each of these quotes
3. Put their images onto a background of a family crest that they choose from several base crest options. Only the images go on the crest, not the quotes.
Then, they can purchase their crest printed to canvas. I may add two other product options – notecards and journals, but for now let’s just focus on canvas in a few sizes. The fancy product designer can do this.

Customers will receive two things when they buy a crest from the site:
1. The custom printed crest that they design with images provided on the site in the size they request.
2.Four printed 3x5 inch cards with their the four quotes they select and the specific image they select representing that quote.

Web Page 1: Welcome Page Design. May include video.
Web Page 2: Customer selects base ‘crest’ design from a group of approximately 5 designs. This is the base image that will hold the customized images they select below. They also enter the name that they want across the top of the crest image.
Web Page 3: Customer search and select your quotes. I like this search application, but if you know of others as good, I am open to suggestions.

Web Page 3 continued: Customers should also be able to type in a customized quote if they would like to create their own.
Web Page 4: Customers are presented with the four quotes they selected and or those they created. At this page they are able to select the images (from database only) that they believe best represent their quotes. They finalize their quotes and images.
Web Page 5: Customers are presented with their base crest and the images they selected on the prior page. Via the fancy product designer mentioned above they move the images into the base crest to customize it with colors and images placed where needed. (They are only placing images into the crest, not the quotes.) Customers approve the image and place it in their cart at the end of product design.
Web Page 6: Customers buy approved image and check out and are able to select size of canvas they want to order and framing options. Also the ability to print to notecards or the cover of a journal. Payment via credit card or paypal.
On the backend, the quotes and images need to be saved (from Page 4 above) to a single 8.5x11 sheet of paper and formatted for easy printing.
This is a new company so this website would be from scratch.

CMS and Admin requirements: I think Wordpress is the right platform, but if there is a better option, please make recommendations.

Extra notes: The attached file is an example of a crest with the name banner at the top and the four quadrants of the crest to be filled with images.
