Web App project looking for CTO

Hi,

I'm looking for a Chief Technology Organizer profile for a web application in the accounts sector. Mostly it's an invoicing software, but applied to a specific industry. It's something classical but with all the customization needed in the sector. The highlight of the app is automation.
Profile needs to have good knowledge in the below fields :
- Full Stack
- UX/UI
- Database
- Mail server
- Any other techno needed for the realization of the project.

The web app will be interacting with external softwares (accounting software, e-banking, etc) through API, with users through emails notifications.

The web server should be able to prove security and confidentiality for the users and their data.

UX/UI needs to be refined and attractive in terms of esthetics. But also very easy and efficient (obviously).

Profile should be able to quote the project, and give an estimation of the timeline. He or She should be able to hire the wright people and manage them.

Full detail of the app (on it should work) will be given in a later stage.
