To takeover from other developer and finish building my website

I bought a service from a developer on Fiverr to help me build a Fiverr/PeoplePerHour clone using the G2D script https://www.gigtodoscript.com/

The developer is being unresponsive and hasn't properly implemented the customisations that I am asking for (see attached pdf). I need to get the first version of this website built pretty quickly so I don't want to wait around any longer and so I want to hire a new developer to help me with the build.

I also don't think the other developer had a good grasp of detail so I need someone that pays attention to detail and has a good understanding of English because I think my instructions in the pdf are pretty clear and I need someone that gets it and can make the required changes quickly. I was getting frustrated chasing them to make the changes and then seeing some of the changes not actually being done properly.

The pdf was just my first round of customisations. I will have another 15-20 pages of similar customisations to make after this first round has been implemented so the total quote is for that.
