Tidy up Google Tags in Google Ads and Shopify Theme

We are having issues with Google Ads/Google Tags and generally Google is a bit messy and needs sorting out.
1. We are receiving this error message 'Issue: ecomm_prodid not received since 2020-06-20' our Google Ads account.
2. Perhaps more importantly we are unable to use Retargeting - Google shut down the retargeting audiences, I think we incorrectly selected something at set up. Google says we can fix this by doing the following, which we are worried about trying as we do not want to spoil the code in the theme.
"You can modify the global site tag to disable ad personalization signals by following the example below. To integrate the code into your site, copy the code and paste it between the tags of the website.
The code below should not be copied and pasted as-is for use on your website. It contains placeholder values that your webmaster must dynamically populate when they integrate the snippet code into their web server.

gtag ('set', 'allow_ad_personalization_signals', false ) ;

3. It also appears that we have multiple tracking when we only need one? There are the Google Ad tags but also Google Analytics is a source. We are also using an app - Shopify Smart Shopping.
