Simple laravel portal

I'm looking for a barebones user portal setting up using php laravel/MySQL with the following features:

- log in page (no registration)
- forgotten password page
- change password / edit email/user details page
- dashboard page when logged in
- admin page to allow admin user to add/edit/ delete user accounts

Design will be absolute basic layout using bootstrap or similar framework, I will style it up later.

Users must log in with their email address rather than a username so checks must be added to ensure this is unique when a admin creates and new user or a user updates their email address.

Clean coding with comments is a must so I can extend this later.

I'm a developer but I don't have laravel experience but I have a good ideal how long this would take to implement so sensible bids only.
