SaaS Web Application Development using Codeigniter (or similar PHP framework)

General information for the website: I am looking to have someone, or a small team to produce a Software as a Service web application for me using a PHP framework, such as codeigniter. The application is a collaborative workspace, which will allow account holder to create project spaces, for working with others, sharing files, managing tasks and general project management.
Kind of development: New website from scratch
Description of requirements/features: Essentially, this application is a space for users to manage projects with teams of people. A user can create a project, and invite others to be part of their project. For each project, there should be a forum, a file sharing system, a task management system and a dashboard.

The registration process would need to utilise a pay per month system.

The requirements of this project are far from completed, but there are more details in the attached file, I will work on better defining them and discussing them with whoever works on the project.

I would be happy to take on an individual with strong design capabilities and application development, or to take on a few people with different skills. If you think you could design an amazing layout for the application but could not implement the back end, or the other way round, please still get in touch.

I am a technically competent person, with a lot of programming and algorithm development experience, however I do not have a lot of time to devote to this project, and I have very limited experience with web frameworks. I am able to work on developing the database astructure, and providing an entity relationship diagram as part of the requirements, and I am able to specify the logic for some of the more complex code sections, you will just need to implement it in the application framework.

I am looking for someone who will provide good quality code and who can follow cood practise, I will require you to let me know of any specific hosting requirements that may restric my choice of host, and I request that the development be version controlled. I am able to provede a private GitHub repository.

Regarding the proposals and the working structure. My available funds are limited, so I would like to work on a phased delivery, which we can discuss, but for the moment I am thinkin of something like this:

Phase 1 - Home Page, top bar, Registration, login, logout and subscription gateway. The primary dashboard should exist as a placeholder, just to demonstrate that the log-in has worked.

Phase 2 - Primary Dashboard functionality should be implemented, allowing a user to create and delete projects, and the primary dashboard should then allow users to navigate to the project dashboard. The project dashboard should exist, mostly as a placeholder, but there should be a link to the 'About' page for the project.

Phase 3 - The Team Page, Allow other users to be invited to projects, and ensure that users can access the projects they are part of, and can't access ones they aren't part of.

Phase 4 - Forum

Phase 5 - File management system

Phase 6 - Task/Event Management

Phase 7 - Gantt Chart

CMS and Admin requirements: This section I need to give more thought to. I will require the ability to view and update the packages that users can subscribe to, and to view user account details. Ideally it would be helpful to be able to view some metrics about users, such as age ranges, gender splits, geographical location, etc.
