Plexus Interactive Globe

We would like an animation to be created for the first frame of a new website, similar to the brain plexus animation on https://quantazimuth.com, but with the following description:
Globe includes the Sun's reflection from the left. The enclosed example is for reference. This animation should have double and possibly triple the amount of plexus surrounding the globe.
The Earth is slowly rotating on a 23.5° axis, to be astronomically correct.
The light blue Plexus surrounds the globe as in the enclosed image and represents network connectivity around the world (eg, Satellites in orbit). Plexus slowly rotates in sync with the Earth
When a user’s mouse hovers over the plexus, neighbouring plexus turns brighter in that area (similar effect to the brain plexus on https://quantazimuth.com). So the plexus animation needs to be reactive to a mouse hover.
Labels
Every 5 seconds, a line of the plexus turns red from one part of the world to another part, showing a new communication link. This link should not appear at once. It needs to look like a connection is being created from point A to point B.
After one second of the red line showing, a pop-up label appears next to the red plexus with a red label (white text and red-fill rectangle with rounded corners) and will appear for 4 seconds. Labels will say: VoIP, VPN, WhatsApp, X/Twitter, Instagram, Video stream, Email, Suspicious, Malware, etc (to be finalized). The labels also need to anchor to the red line and be facing the viewer, even as the Earth is rotating.
Two seconds after the red label appears, an additional blue label will appear below the red label. Labels will say: Improve QoE, Block, Throttle, Redirect, Send to LEA, Analytics, Redirect, Upgrade Link, Behavior Insights, Revenue Identified. The blue label will track (anchor) its movement with the red label
Summary - the red line will show for 5 seconds - one second later, a red label appears for 4 seconds, after 2 more seconds, a blue label appears. After 5 seconds, the red line, red label, and blue label disappear, and a new red line, red label, and blue label appear in a different part of the globe. This repeats 20 times.
There would be 20 labels appearing every 5 seconds, so the entire animation will repeat after 100 seconds. In this way, the animation will loop seamlessly. The rotation of the Earth will be either 50 seconds or 100 seconds (this will be decided depending on how the labels look based on the speed of rotation).
(Edit - 25.Apr.30) - Also, we do not want to hard-code the labels. I.e. we would like to have the labels in a text file or JSON file so we can update them without requiring further development. Therefore, the labels should scale proportionally based on the text, even when it is changed.

Animator will also be required to embed the animation into a WordPress-built website. Animators should provide examples of their work to demonstrate their technical and artistic capabilities to create this animation, including conceptual examples, mockups, programming language for this project, and WordPress plugins that will be used.
