Need Wordpress Website Developer for new international agency

I need a developer to help me create my Wordpress website. I have a general business plan and have had a few customers already.

-Homepage
-contact us
-who we are and our values
-blog/news
-services
-chat feature
-social integration
-stripe payment integration we use
-customer portals with their payment invoice / receipts added to it after , files and steps customers are on , ability to add features to it in future
-sales/employee portal
-SEO integration

This is a general idea of what I think I need. But I do not have webs design or developer experience. But have an idea of what I want.

I’d like to discuss the features , my business plan detail with someone who can do this for a new small business, and business student who is has only been operating this business for a month. I am by no means rich but willing to discuss what is fair compensation based on experience as I have none in paying developers.
