Need a website developing preferrably flash.

I need a website designing in flash that will allow users to create online accounts. There will be one type of account for tutors and one for students, the idea being that tutors can log into their accounts to update their availability and students can log into theirs to book sessions with their tutor and pay online.

I would like the student accounts to be client side but the tutor accounts to be administrated by myself. I already have a logo and domain and just need the layout, I will input all literature myself as necessary and am just looking for someone to give me a basic template that I can work off as well as the accounts set up.

There should be 10 pages created altogether with a flash intro for the home page. I have a pretty tight budget but am flexible for the right person.

Please note this job is likely to start in a month and there is continuing work for the right person.
