Modify MLM software, PHP 7, mysql 5, laravel framework

I need some modifications to an mlm software written in PHP 7, mysql 5with a laravel framework.
I need: To do multiple payouts with just a single click. Pay all affiliate with paypal in a single click.
I need: Subscriptions to be automatically charged through paypal subscriptions. (4 different membership levels)

I need: Commissions to be set to percentages and not dollars. If I have 4 different membership packages. I want them to earn 2,3,4 & 5 levels deep but with similar percentage earnings 35%20%10%5%2.5%. So if someone has the basic package that only earns 2 levels deep they should still be able to earn 35% and 20% from the top package subscriber even if the cost is $250 vs. $30 for the basic.
