I need a WordPress Theme developed from a HTML5/CSS3 template

I developed this template furing a web design course:
http://learn.cf.ac.uk/webstudent/sem2jb12/assignment2/home.html

I want to convert it into a WordPress template for the following website:
http://www.jonathanbishop.com

I need there to be a near-static home.php page as part of a WordPress theme based on the above home.html page and for this page to be used as a template for all other pages including posts.php such as by keeping the header and footer.

The WordPress Theme needs to have a tag cloud and menu as can be seen from the above home.html template.

It needs to be able to work with the Domain Theme plugin.
