I need a programmer to help me build a classified ads website

Hi I want to create a website for a classified ads website I want to start up. Something similar to the below;

The main idea is the website will host following types of users:
Admin: The one who would manage the website content, users, listings, memberships, payments, etc.
Sellers (Free Listings): They can create the listings for free. Terms and conditions will be applied. They can decide to purchase paid plan to avail more benefits.
Sellers (Paid ones): They will be users who would purchase the plan offered by the site with greater benefits than the free seller account
Buyers: These are the people who would explore the listings, find the relevant sellers and get in touch with the buyer.
