HTML 5 & CSS redesign for website portal

General information for the website: Online insurance administration system - redesign
Kind of development: Customization of existing website
Description of every page/module: We are developing a web portal for the quote and buy of insurance policies for one of our clients. We have developed the majority of the platform, but would like to improve the overall User Interface as it is functional but not particularly nice at the moment.

For this initial piece of work we will provide you with the current HTML and CSS for the portal. The initial work is for just one page initially (the home page on the client portal).

Please see the attached image - note that the logo and some details have been redacted. We would like a designer to review and improve the design of this page.
Description of requirements/features: We will require the HTML, CSS and any images to be included and provided as part of this work, We will provide you with the current HTML and CSS.

The design needs to be mobile optimised and must work on all major browsers. We need the portal to be simple, clean and nice to use.
Extra notes: We are a startup web development company specialising in creating and oeprating web applications in the insurance market. We're looking to work with good, reliable web/graphic design staff to compliment our capabilities when required,

We will be using this piece of work to understand whether working with a freelancer works for us, if this is successful we will be putting significantly more work over to whoever we select.
