Develop Full Functionality in Existing HTML-based Website Template

We are currently seeking a dedicated developer to take an existing bootstrap HTML "template" in to a fully functional website for a gaming league complete with the following overall features:
-Account Registration (Facebook & Google+ Acceptance)
-Login
-Billing Capabilities (with Stripe, PayPal, Etc)
-Full Featured User Profile (Profile Photo, Notification Settings, Billing, Invoice Generation, etc)
-Administrative Features (Separate Template Provided)

General Premise: This website is for a local social sports league which needs the ability to post new leagues at their discretion allowing players (users), who create profiles, to create or join teams within these leagues. Leagues will have a start and end period to control registration. Additional details regarding this process will be discussed upon award.

This is a multi-phase project.

PPHer's looking to bid on this job must have the following:
-STRONG ENGLISH
-Strong Communication Skills
-Strict Deadline Control
-Vast Knowledge of PHP/Laravel/Bootstrap
-Fluent in Linux environment (CentOS)
-Understanding and development of complicated database structure
-Create ideas in technology applications & features relative to this type of website development
-Communication through Skype

We will provide:
-Dedicated cPanel Enabled Web Server + Dev Server
-Access to 3rd Party Platforms & APIs

Finally, the first phase of this project has a approaching deadline of June 1st, 2018.
