Data Solution Company - Static Website (HTML/CSS/Bootstrap)

I am looking for someone who is masterful in HTML, CSS and Bootstrap. I have a rough idea of how I want the site to look and have made a small HTML page mock up of the home page to give an idea of the simple clean non nonsense look I ma after.

What I need is someone who can:

-Add Bootstrap responsiveness
-Make buttons/images link responsive, so they have a little motion to them when hovered over(make them interesting)
-Create template pages for me to then add content
-Create a contact us page
-Make the site awesome :-). It's the small things that will make this site sing :)

The key pages will be:

Home page
Contact Us
Services (Template Page)
Sectors(Template Page)

In all I'm looking for someone who can not only do the development work, but can add to the design for the look and feel I am after.

I have a brief for the website.
