    Please share the URL of the existing site, this will be really helpful in making a proposal so as to take account of all the necessary requirements and steps that you've quite rightly asked for to be incorporated in any bid.
    Knowing the hosting plan you have could also help if the WordPress blog part is kept separated from the main HTML/CSS site.
