Create a website developed with a perfect design to meet the following requirements:
Home page split into linked frames. this page will show all shared topics.
End users can add topics and comment. so there should be a \"register new user\" page. The database is already formed and consists of 10 tables.
The whole website layout and ideas are ready and will be discussed for interested freelancers.
