Create a mobile friendly, adult (18+) website

I would like to build an adult themed platform that gives people an ability to join as either a single or couple and connect with other likeminded, and verified users.
Functions I would like to incorporate are:-
Photo Gallery
Chat Room
Profiles
Forums
Ability for profiles to be hidden/connect with other profiles on a less restricted basis
Verification process

the full vision for the platform will likely take many years to realise so it is hoped that I can find a person with the necessary tech knowledge to work with over that time. (Obviously remunerated for their time along the way).

When I connect with the right person, I am able to discuss the vision in more detail and direct them to similar platforms as a basis to begin.
