Build website with unique design

Need someone with professional background to build website that is neat and must be skilled programmer with good graphic design concept.

He or she can advise best tool to use for building the site (WordPress or others), the provisional site should start with something like 8 pages with forms for customers to fill for info

i will help with contents writing but will require some feedback for grammar and if you are a professional writer it is a plus

The website needs to be tested in all platforms including smart phones. The design has to be guaranteed for minimum 1 year as had bad experience before where the site stopped working after few month due to unlicensed template or it was only a copied code.

I will need a video on how to edit the content in the future if i need too, or a manual. I prefer someone who i can work with face to face through teleconferencing.

I am willing to pay more for a professional work
