Build a website for survival football

General information for the website: let users register and interact with the site, making weekly picks.
Description of requirements/features: be able to register on the site
the site should be able to eliminate losing tickets
eliminate teams that are already picked
draw all the nfl live scores from an rss
post up the scores from last week.

post the users picks from the week before, show how many tickets are still alive, and expose their picks only after the game has started.
CMS and Admin requirements: to be able to set the amount of tickets available, be able to set the winners and losers if need be.
be able to create new competitions with new parameters
manage and maintain the users
user credits/funds
issue transfer of tickets

I am looking to do something similar to: survivalfootball.com but with a better look and more modern approach, and more user friendly and easier to use.
1)The website in question needs to have a sign up page for new users.
2)It will also allow people to register for survival competitions
3) be able to deposit funds into their account
4) allow the backend to create new competitions
5) have the ability to eliminate contestants when their team has lost
6) email a confirmation of the pick they made.
7) when a player moves forward to the next week of competition, the team they picked from the week before, is no longer available for them to pick the following week.
8) allow people to make changes to their picks up until 30 mins before game time.
9) once they lose, their ticket is eliminated.
10) once they win, their ticket moves forward, and the next week options appear.
11) a form section, where they can fill out to sell their tickets midway through the competition if they desire.
12) view the number of tickets available after the game has started.
13) view picks after games have started.
13) live score updates on the site via nfl

the site tabs should be: contests, my credit, trade tickets, my profile, archives, logout
the site needs a: register tickets, picks, stats and recap, alive tickets, ticket admin, schedule, rules.

under trade tickets should be a list of with a tab:

tickets for sale, tickets wanted, trade recap.

on the tickets for sale page, there should be a button for "list ticket"
"remove listing" "trade ticket"

under tickets wanted:

there should be a post message button and remove message button.

post message should have a box with:
a dropdown for contest
a price box to set the price they want
contact person
contact info
comments.

for List Ticket:

there should be a list of the person s tickets that they own.
they then click on the ticket they want to sell
it should automatically show their contest,
then the ticket nickname
price they want to sell it for
contact person
contact info
comments

I do not have a fixed price for it. So do not take the budget at full view it is negotiable and flexible.
