Backend and Frontend needed for cashback full-stack Web App

I’m trying to build a portal that allows brick and mortar stores to create cashback offers for buyers. Every time a user buys with a credit or debit card gets a cashback reward.

Visa and MasterCard already allow tracking card activity and create card-linked offers. They track merchant transactions using MID (merchant IDs) with 100% accuracy.

I’ve already been approved by the 2 schemes to use their APIs. We need to integrate them into my project.

I need a web app developed that:

Pre-requisites:
- Integrate Visa Offers Platform API
- Integrate MasterCard Personalised Offers API
- Integrate a fully outsourced PCI DSS iFrames or API for data storage and recovery

Requirements:
- Merchant registration form
- User registration form
- Add a credit/debit card through iFrame or API
- Show transaction list from Visa and MasterCard associated with merchants and users
- Create a basic offer: cashback
- Send real-time notifications to users (Visa and MC APIs allow this)
- Generate total commissions to be charged to merchants by Tapwise as service fees.
